The National Institute on Aging (NIA) of the National Institutes of Health (NIH) has released a Funding Opportunity Announcement, Enhancing Cross-National Research within the Health and Retirement Study (HRS) Family of Studies(RFA-AG-15-015), designed to enhance the comparability among the NIA-supported HRS and the family of comparable longitudinal aging studies around the world to support cross-national behavioral and social science research in aging in high priority areas.

The National Institutes of Health (NIH) Scientific Management Review Board (SMRB) held a two-day meeting on July 7-8, 2014. The SMRB was authorized by the NIH Reform Act of 2006. The statute provides certain organizational authorities to the Department of Health and Human Services and NIH on which the SMRB provides advice. The meeting’s agenda included reflections from NIH director Francis Collins, and a full day discussion of pre-college engagement in biomedical science led by the SMRB Working Group on Pre-college Engagement in Biomedical Science (PEBS).

OBSSR Releases 2025-2029 Strategic Plan
On October 15, the National Institutes of Health’s (NIH) Office of Behavioral and Social Sciences Research (OBSSR) released its Strategic Plan for 2025-2029. This is OBSSR’s fourth strategic plan in its 27-year history. The plan, which was developed over the last three years with input from the stakeholder community, also reflects recommendations made in recent years by two NIH Council of Councils working groups on Trans-NIH Research Opportunities in the Basic Behavioral and Social Sciences (2021) and Integration of Behavioral and Social Sciences Research at NIH (2022). NIJ Seeks Input into Public Access Plan
The National Institute of Justice (NIJ), the research arm of the U.S. Department of Justice (DOJ), is seeking stakeholder input into the development of its Public Access Plan. NIJ is interested in hearing from NIJ grantees, criminal justice practitioners, researchers, publishers, and other interested parties. Development of the plan aligns with the Biden Administration’s 2022 directive that federal agencies make peer-reviewed publications resulting from federal funding freely available to the public immediately following publication. OSTP Provides Update on Estimated Open Access Publishing Costs
In June, the White House Office of Science and Technology Policy (OSTP) released an update to a November 2023 Report to Congress on Financing Mechanisms for Open Access Publishing of Federally Funded Research (see previous COSSA coverage). The report responds to a directive included in the final fiscal year (FY) 2024 appropriations bill requiring OSTP to provide additional information with respect to financing mechanisms for open access publishing of federally funded research, as well as potential impacts of federal public access policies on peer review and research integrity. On June 6, Representative Diana DeGette (D-CO) and Representative Larry Bucshon (R-IN) announced a request for input (RFI) from stakeholders on the next-generation Cures bill. As previously reported by COSSA, the bipartisan 21st Century Cures Act provided an increase of funding for biomedical research at the National Institutes of Health (NIH), directed the Food and Drug Administration (FDA) to approve drugs and devices with greater urgency, provided resources to states to assist in fighting the opioid epidemic, and provided a boost for mental health care. NIMH Seeks Feedback on Current Strategic Plan for Research
The National Institute of Mental Health (NIMH) is seeking feedback on its current Strategic Plan for Research to improve the potential usability, effectiveness, and impact of future strategic plans. The Strategic Plan for Research guides the NIMH and outlines the institute’s priorities, spanning fundamental science to public health impact. NIMH Releases RFI on Improving Research Frameworks on Studying Racism on Brain and Behavioral Health
The National Institute of Mental Health (NIMH) within the National Institutes of Health (NIH) released a request for information (RFI) seeking input on ways to improve research frameworks on studying racism on brain and behavioral health. The RFI seeks input on identifying and addressing gaps in the impact of structural racism on brain, cognitive, and behavioral function, and the role of structural and systemic racism on the conduct of brain and behavioral health research. NIAID Accepting Comments on New Strategic Plan
The National Institute of Allergy and Infectious Diseases (NIAID), within the National Institutes of Health, is accepting public feedback on proposed updates to its Strategic Plan. The Strategic Plan would prioritize five key research topics in biomedical research, but NIAID also invites comments and suggestions on other themes: diversity, equity, inclusion, and accessibility (DEIA); Women’s Health; health disparities; research inclusivity; global health; infrastructure and research facilities; data science and sharing; and workforce training. Request for Information on Mental Health Determinants and Disparities
The National Institute of Mental Health (NIMH), within the National Institutes of Health, has issued a request for information (RFI) titled “Moving beyond individual-level determinants of mental health to address mental health disparities.” NIMH specifically wants to address gaps in knowledge on (a) the determinants of mental health disparities from social, systemic, and structural levels and (b) the development of culturally responsive, multilevel interventions to address such disparities.
