NASS Launches New Local Foods Survey
The U.S. Department of Agriculture’s (USDA) National Agricultural Statistics Service (NASS) has begun data collection for its first-ever Local Food Marketing Practices Survey, which will produce official benchmark data on the U.S. local food sector. According to a NASS press release, the survey will produce information on “the value of food sales by marketing channel (i.e. farmers markets, community supported agriculture (CSA) arrangements, restaurants, roadside stands, food hubs, and more), value of crop and livestock sales, marketing practices, expenses, Federal farm program participation, and more.” NASS expects to release the data in December 2016. House and Senate Get Moving on 2017 Spending Bills
More than a dozen markups and hearings are scheduled this week for House and Senate Appropriations committees and subcommittees. Appropriators are moving ahead with writing their respective fiscal year (FY) 2017 appropriations bills, despite no agreement on top-line funding levels by way of a budget resolution. You will recall that a bipartisan budget deal was struck back in October, which provided for an extra $30 billion (of a $1.1 trillion total federal budget) in discretionary spending—split evenly between defense and nondefense—in FY 2017. However, the most conservative wing of the GOP in the House are digging in their heels, demanding…

The bill passed the Subcommittee by on April 13 and the full Commtitee on April 19. A list of amendments adopted during the full committee markup is available here (none affect the research and science agencies funded by the bill). Details on the bill’s proposed funding for the Department of Agriculture (USDA) agencies important to the social and behavioral sciences follow. Overall, the bill provides flat funding or very modest increases to…

House Advances Bills to Cut Social Science Funding
As we have been reporting over the last several weeks, the U.S. House of Representatives has been busy considering legislation to reauthorize the America COMPETES Act, landmark legislation first enacted in 2007 to reignite U.S. investment in scientific research. It serves as authorizing legislation for the National Science Foundation (NSF), among other agencies. The House version of COMPETES reauthorization is a major departure from earlier versions, garnering deep opposition from the broader scientific community, including from COSSA. Among the many problematic provisions in the bill is language to cut NSF’s Social, Behavioral, and Economic Sciences (SBE) directorate by half. Despite…
House FY 2016 CJS Bill Advances to the Floor
On May 20, the House Appropriations Committee passed the FY 2016 Commerce, Justice, Science and Related Agencies (CJS) Appropriations bill by voice vote.  Amendments to increase funding for the National Science Foundation and make other improvements to the bill were either defeated or withdrawn.  The bill now heads to the House floor. The CJS bill totals $51.4 billion, which is a 2.5 percent increase over the FY 2015 CJS bill. CJS Subcommittee chairman John Culberson (R-TX) noted during the May 14 Subcommittee markup that this amount “is sufficient to fund essential programs.” The bill keeps within the spending caps currently tamping down discretionary spending,…
House FY 2016 CJS Bill: Preliminary Analysis
On May 13, a draft of the fiscal year (FY) 2016 House Commerce, Justice, Science and Related Agencies (CJS) Appropriations Bill was publicly released in anticipation of the CJS Subcommittee markup scheduled for Thursday, May 14. This is the bill that provides annual appropriations to the National Science Foundation (NSF), Census Bureau and other statistical agencies, and the National Institute of Justice (NIJ). [It should not be confused with the NSF reauthorization (COMPETES) bill that we have also been reporting on in recent weeks.] Outlined below are preliminary details on the contents of the draft bill as it pertains to…
ACS to Retain Marriage, Field of Degree Questions Proposed for Elimination
The Census Bureau will retain several questions in the American Community Survey (ACS) originally identified for removal: Person Question No. 12, undergraduate field of degree, and Person Question Nos. 21-23, which are related to marital history. The questions were proposed for elimination as part of the Bureau’s 2014 Content Review of the ACS and were released to the public for comment in the fall (see Update, November 3, 2014). COSSA objected to the removal of these questions in a written comment, as did many other organizations in the scientific community. According to Census’ request to the Office of Management and…
