House Subcommittee Holds Hearing on Academic Research Regulatory Relief
The Subcommittee on Research and Technology of the House Committee on Science, Space, and Technology held a hearing on September 29 to review recommendations related to regulatory relief for academic research. Rep. Barbra Comstock (R-VA), the Subcommittee Chair, and Rep. Daniel Lipinski (D-IL), the Ranking Member, have both introduced legislation to help ease the administrative burden on federally-funded researchers. The hearing highlighted a report from the Government Accountability Office (GAO) that provides recommendations to the Department of Energy, NASA, the Department of Health and Human Services, and the National Science Foundation on how to streamline administrative requirements. ABCD Study Begins Enrollment; Congressional Briefing Highlights Study’s Potential
On September 16, the National Institutes of Health (NIH) announced the beginning of participant recruitment for the Adolescent Brain Cognitive Development (ABCD) Study. The project is the largest long-term study of brain development in the United States, with 19 research sites positioned around the country to examine “how childhood experiences affect brain, social, emotional, and cognitive development, including those that directly affect classroom behavior and academic success.” In addition to looking at brain development, the study will allow researchers to examine health outcomes, such as weight, growth, sleep quality, mental health, substance use, and injury. GAO: Agencies Involved in the Indirect Cost Rate-Setting Process Need to Improve Controls
A September 7 Government Accountability Office (GAO) report, NIH Biomedical Research: Agencies Involved in the Indirect Cost Rate-Setting Process Need to Improve Controls (GAO-16-616), includes 12 recommendations for the Department of Health and Human Service’s Cost Allocation Services, the National Institutes of Health (NIH) Division of Financial Advisory Services, and the Department of Defense’s Office of Naval Research. According to GAO, the recommendations are designed to improve controls over the agency’s indirect cost rate process. NIH Launches ECHO Program
On September 21, the National Institutes of Health (NIH) announced the launch of the seven-year Environmental Influences on Children Health Outcomes (ECHO) program designed to “investigate how exposure to a range of environmental factors in early development–from conception through early childhood–influences the health of children and adolescents.” The agency planned to allocate $157 million in funding in fiscal year (FY) 2016 for ECHO. NIGMS/NRMN Announces New Web-Based Platform for Mentoring; Highlights Special Journal Issue on Broadening Participation
The National Institute of General Medical Sciences (NIGMS) of the National Institutes of Health (NIH) recently announced the launch of MyNRMN, part of the National Research Mentoring Network (NRMN). NIGMS manages NRMN for the NIH’s Common Fund Diversity Program Consortium, which in addition to the NRMN includes the Building Infrastructure Leading to Diversity (BUILD) initiative and the Coordination and Evaluation Center (CEC). NSF Releases Open Government Plan 4.0
Earlier this month, the National Science Foundation (NSF) released the latest iteration of its transparency plan, Open Government Plan 4.0. NSF’s original plan, (version 1.0) was developed in 2010 in response to a 2009 White House directive calling for federal agencies to “implement the principles of transparency, participation and collaboration” across their activities and functions. This newest report, issued last week, reflects updates that have been made to federal guidelines pertaining to open government practices. Evidence-Based Policymaking Commission Seeks Input
The Commission on Evidence-Based Policymaking, established by a law passed in March 2016, is charged with producing a report that identifies how the government can enhance its use of data and evidence to improve federal programs and policies, to be delivered to the President and Congress within 15 months of the Commission’s formation. As it begins its work, the Commission is seeking input on existing strategies and practices for generating and incorporating data and evidence into policymaking as well as potential challenges it may encounter. White House SBS Team Celebrates One-Year Anniversary
On September 15, the White House’s Social and Behavioral Sciences Team (SBST) celebrated its one-year anniversary. SBST, a group of behavioral scientists within the National Science and Technology Council (NSTC), is chaired by the Director of the White House Office of Science and Technology Policy (OSTP). It also includes the participation of federal agencies, departments, and White House offices. PCORI Challenge Offers Prize for Research Questions on Addressing Cardiovascular Disease
The Patient-Centered Outcomes Research Institute (PCORI) and the American Heart Association (AHA) have announced a contest for researchers and clinicians to submit research questions that can help address evidence gaps to improve treatment for people with cardiovascular disease. The challenge will award four cash prizes of $5,000. Proposed hypotheses should pose questions that can be answered using comparative effectiveness research and a precision medicine approach. Congress returns to work this week for one more stretch before the November elections. This will be the final work period before the current fiscal year (FY 2016) expires on September 30. That means some type of action is needed in the coming weeks to keep the federal government funded and operating come October 1. The Center for Evidence-Based Crime Policy and WestEd’s Justice and Prevention Research Center are hosting a Congressional Briefing on Tuesday, September 27 on violence and violence prevention. Topics covered will include strategies for violence prevention, patterns of violence, as well as the influences and costs of violence. Nancy Rodriguez, the Director of the National Institute of Justice, will introduce a diverse panel of experts from the public, academic, and non-profit sectors, including COSSA board member and Director of the Urban Institute’s Justice Policy Center Nancy La Vigne. Diana Bianchi Named director of the National Institute of Child Health and Human Development
On August 25, National Institutes of Health (NIH) Director Francis Collins announced the selection of Diana Bianchi as director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD). She is expected to begin her NIH tenure on October 31, 2016. Bianchi joins the NIH from the Floating Hospital for Children and Tufts Medical Center in Boston, and is the fou nding director of the Mother Infant Research Institute and vice chair for pediatric research.
