Summary In recent years, United States federal research agencies have faced growing concerns of reports of U.S. research and intellectual property being stolen, illegally transferred, or tampered with by foreign governments, notably the Chinese government. These agencies have employed a variety of methods to protect research from foreign interference, including commissioning reports for policy recommendations, requesting information from the research community on potential bad actors, issuing clarifying statements on the federal grant application process, and tightening regulations on various parts of the research infrastructure. White House Finalizes 2020 Data Strategy Action Plan
The White House has released its final 2020 Action Plan for the Federal Data Strategy (see COSSA’s previous coverage). The Federal Data Strategy, which is being coordinated by the Office of Management and Budget (OMB), is a “ten-year vision for how the Federal government will accelerate the use of data to support the foundations of democracy, deliver on mission, serve the public, and steward resources while protecting security, privacy and confidentiality.” The Strategy consists of 10 principles and 40 best practices to guide federal agencies on how to leverage the value of their data. National Academies Establishes Standing Committee on Science Communication Research and Practice
The National Academies of Sciences, Engineering, and Medicine (NASEM) announced on November 21 the establishment of a new standing committee to bring together science communication practitioners and researchers. The Standing Committee on Advancing Science Communication Research and Practice will engage broad networks of stakeholders from across sectors to advance science communication around the goals of building a coherent knowledge base about communicating science, making it easier for science communicators to access research, and support organizations and individuals communicating science outside the science enterprise. National Academies Calls for Better Integration of Social and Behavioral Science into Weather Enterprise
The National Academies of Sciences, Engineering, and Medicine (NASEM) has released a new consensus report, Integrating Social and Behavioral Sciences Within the Weather Enterprise. Sponsored by the National Weather Service and the Office of Weather and Air Quality within the National Oceanic and Atmospheric Administration (NOAA) and the National Highway Administration, the report acknowledges a “growing recognition that a host of social and behavioral factors determine how we prepare for, observe, predict, respond to, and are impacted by weather hazards” and that research and findings from the social and behavioral sciences must be better incorporated into the systems we use…
286 Societies Sign Letter in Support of R&D Enterprise
On April 6, COSSA joined 285 other U.S. societies and associations in business, science, engineering, health, and higher education on a letter urging Congressional leaders to complete the fiscal year (FY) 2017 appropriations bills with “robust investments in scientific research.” The letter states the benefits of continued investment in the U.S. research and development enterprise, describes possible impacts of decreased funding, and urges policy makers to reject the cuts to science agencies proposed by the Trump Administration. SBM Hosts NIH Good Clinical Practice for Social and Behavioral Research Training Course
The Society of Behavioral Medicine (SBM), a COSSA member, is hosting a free National Institutes of Health (NIH) training and certification course for good clinical practice in behavioral and social science research at the request of the NIH Office of Behavioral and Social Sciences Research. The Clinical and Translational Science Awards (CTSA) Program, funded by the NIH National Center for Advancing Translational Sciences, developed the training material which is comprised of nine video modules. CNSF Releases Statement on American Innovation and Competitiveness Act
The Coalition for National Science Funding (CNSF), of which COSSA is an active member, released a statement on July 6 regarding the American Innovation and Competitiveness Act (S. 3084). This legislation, which was approved by the Senate Committee on Commerce, Science, and Transportation on June 29, includes language authorizing the National Science Foundation (NSF); check out COSSA’s analysis for full details. The National Academies of Sciences, Engineering and Medicine has announced a new study, “Advancing Social and Behavioral Science Research and Application within the Weather Enterprise,” and is seeking nominees to serve on the study committee. NRC Releases Furthering America’s Research Enterprise Report
On June 27, the National Research Council (NRC) of the National Academies released its report, Furthering America’s Research Enterprise. The report, which was originally called for in the America COMPETES Act of 2011, is the culmination of work by a Committee on Assessing the Value of Research in Advancing National Goals. Language in the America COMPETES Act called on the National Science Foundation (NSF) to contract with the National Academies on a study to “develop improved impact-on-society metrics” for federal investment in research and development. House Passes Funding for NSF, Higher Ed, and IES in $1.9 trillion COVID-19 Relief Bill
The House of Representatives passed a massive relief bill on February 27 that aims to bring financial support to those affected by the COVID-19 pandemic. The $1.9 trillion American Rescue Plan Act (H.R. 1319, committee report) includes direct payments to individuals, expansion of unemployment assistance, and an increase to the national minimum wage, among many other provisions.
