NIMHD Names Psychologist Monica Webb Hooper Deputy Director
The National Institute on Minority Health and Health Disparities (NIMHD) within the National Institutes of Health (NIH) has announced the selection of Dr. Monica Webb Hooper as its new Deputy Director. Dr. Webb Hooper comes from Case Western Reserve University’s School of Medicine, where she is a professor of oncology, family medicine, and psychological sciences. She has also served as Associate Director for Cancer Disparities Research and Director of the Office of Cancer Disparities Research at the Case Comprehensive Cancer Center. COSSA Sends Letter in Support of Panchanathan Nomination to Lead NSF
On January 21, COSSA submitted a letter to leaders of the Senate Health, Education, Labor, and Pensions Committee in support of the nomination of Sethuraman Panchanathan to be the next Director of the National Science Foundation (NSF) (see previous coverage). Sethuraman Panchanathan Nominated to Lead National Science Foundation
The White House announced on December 19 that President Trump intends to nominate Sethuraman Panchanathan to a six-year term as Director of the National Science Foundation (NSF). Current NSF Director France CĂłrdova’s term ends in March. Panchanathan has been a member of the National Science Board since 2014 and leads “knowledge enterprise development” at Arizona State University (ASU). Panchanathan holds his doctorate in electrical and computer engineering and was central in founding the School of Computing and Informatics and the Center for Cognitive Ubiquitous Computing at ASU. William Beach Confirmed as BLS Commissioner
On March 13, William Beach was confirmed as the next Commissioner of the Bureau of Labor Statistics after a protracted wait. Beach was originally nominated by the Trump Administration in October 2017 (see COSSA’s previous coverage). He is an economist who spent much of his career at conservative think tanks and was most recently Vice President at George Mason University’s Mercatus Center. He also spent several years as Chief Economist for the Senate Budget Committee Republican Staff and has been involved in the evidence-based policy-making activities of the last several years. Droegemeier and Dillingham Confirmed in Final Hours of 115th Congress
In the final hours of the 115th Congress on January 2, the Senate confirmed nearly 80 presidential nominations, including Kelvin Droegemeier to lead the White House Office of Science and Technology Policy and Steven Dillingham to lead the U.S. Census Bureau. White House to Appoint J. Scott Angle to Lead NIFA
On August 31, the White House announced that it intends to appoint Dr. J. Scott Angle to be Director of the National Institute of Food and Agriculture (NIFA), the Department of Agriculture’s main extramural research agency. Dr. Angle is a soil microbiologist who most recently was the President and CEO of the International Fertilizer Development Center and has held administrative positions at the College of Agricultural and Environmental Sciences at the University of Georgia and University of Maryland College of Agriculture and Natural Resources. NSF Taps Karen Marrongelle to Lead Education and Human Resources Directorate
The National Science Foundation (NSF) announced on August 21 that it has chosen Dr. Karen Marrongelle to lead the Education and Human Resources (EHR) Directorate. Dr. Marrongelle has served as a professor of mathematics and statistics at Portland State University since 2001 and as the dean of the College of Liberal Arts and Science since 2014. Dr. Marrongelle holds a bachelor’s degree in mathematics and philosophy, a master’s degree in mathematics, and a doctorate in mathematics education. Trump Administration Releases Proposal to Reorganize the Federal Government
The Trump Administration released its comprehensive plan to restructure and reorganize the federal government on June 21, Delivering Government Solutions in the 21st Century, which includes proposals to make major changes to the federal bureaucracy and social safety net programs. This plan continues efforts by the Administration to restructure and reduce the size of the federal government. Implementing the majority of the reforms proposed would require Congressional action—and are therefore unlikely to be realized—but they provide clear insight into the priorities of the Administration and serve as a blueprint for possible actions over the next few years. Jeffrey H. Anderson Appointed BJS Director
The Trump Administration has announced that it intends to appoint Jeffrey H. Anderson as director of the Bureau of Justice Statistics (BJS), the principal statistical agency housed within the Department of Justice. Anderson most recently served as Director of the Department of Health and Human Services’ Office of Health Reform, after his appointment was announced in May 2017. He is a former Hudson Institute Senior Fellow and co-founder of the 2017 Project, a conservative policy organization. Anderson hold a Ph.D. in political science from Claremont Graduate University. Gopal Khanna Named AHRQ Director
Gopal Khanna has been appointed to lead the Agency for Healthcare Research and Quality (AHRQ) within the U.S. Department of Health and Human Services. Khanna was most recently the Director of Illinois’ Data Analytics Healthcare and Human Services Innovation Incubator and served as Minnesota’s first Chief Information Officer. He also served in senior policy positions during the George W. Bush administration. Khanna succeeds Sharon Arnold, AHRQ’s Deputy Director, who served as Acting Director for the agency after the departure of Andrew Bindman during the Presidential transition. Tom Price Confirmed as Secretary of Department of Health and Human Services
Rep. Tom Price (R-GA), an orthopedic surgeon and a six-term member of the House of Representatives, was confirmed as Secretary of Health and Human Services (HHS) by a party-line vote of 52 to 47 in the late hours of February 10. Price, who most recently served as chair of the House Budget Committee, is fiscally conservative and is considered a stern foe of the Affordable Care Act (ACA) and abortion rights. Confirmation Hearings Continue for Trump Cabinet Nominees
The first three weeks of the 115th Congress has been busy as the Senate begins the process of confirming President Trump’s cabinet nominees. Hearings this week included South Carolina Congressman and nominee to lead the Office of Management and Budget, Mick Mulvaney and Georgia Congressman and nominee to lead the Department of Health and Human Services (which includes the National Institutes of Health), Tom Price. The committee vote on Betsy DeVos, billionaire philanthropist and nominee for Secretary of Education has been delayed as Senators continue their vetting process. NIH Director to Stay with Trump Administration—For Now
On January 19, the last day of the Obama Administration, Science and other media outlets reported that National Institutes of Health (NIH) Director Francis Collins will continue as the agency’s director for the foreseeable future. As previously reported, in December, the Republican leadership of the committees with jurisdiction over the NIH sent a letter to the Trump transition team endorsing his retention as the NIH’s director. Had he not been asked to stay, Collins’ resignation would have automatically taken effect on January 20. Nancy Rodriguez Leaves National Institute of Justice
After serving as Director of the National Institute of Justice since February 2015, Dr. Nancy Rodriguez announced her departure from the agency on January 13. In her farewell message, Director Rodriguez highlighted a path forward for the agency’s research objectives and called for continued multidisciplinary collaboration. The National Institute of Justice is the research, development, and evaluation agency of the U.S. Department of Justice. COSSA Issues Recommendations to the Incoming Trump Administration
Before the holiday break, COSSA transmitted a report to the Trump transition team, Social and Behavioral Science Research: Ten Recommendations for the 45th President of the United States. The report outlines a number of steps the next Administration can take to support the U.S. research enterprise and use social science research in support of evidence-based policy making. Congressman Mick Mulvaney Nominated for OMB Director
On December 16, President-elect Donald Trump nominated Congressman Mick Mulvaney (R-SC) to serve as the Director of the Office of Management and Budget (OMB) in the Trump Administration. Mulvaney made a name for himself during his three terms in the House as an outspoken opponent of government spending. OMB serves as the implementation and enforcement arm of Presidential policy through budget development, oversight of agency performance, legislative coordination, and oversight of executive orders. In a letter to the presidential transition team, COSSA Executive Director Wendy Naus joined the leadership of 28 other leading science organization in calling for President-Elect Trump to quickly appoint a qualified Assistant to the President for Science and Technology. GOP Chairmen Send Letter of Support for NIH Director; Maryland Lawmaker Expresses Interest in Leading Agency
On December 2, House Energy and Commerce Committee Chairman Fred Upton (R-MI), Senate Health, Education, Labor, and Pensions (HELP) Committee Chairman Lamar Alexander (R-TN), and House and Senate Labor-HHS Appropriations Subcommittee Chairmen Tom Cole (R-OK) and Roy Blunt (R-MO) sent a letter to President-elect Trump’s transition team, urging the new administration to retain National Institutes of Health (NIH) Director Francis Collins. President-Elect Trump Begins Transition; Many Questions Remain for Science
Following a surprising victory on Nov. 8, businessman Donald Trump’s campaign will now focus on transitioning to the White House. More details have emerged about Trump’s goals for his presidency through a transition website, goals for his first 100 days in office, and a job posting for administration appointees. Notably, President-elect Trump’s plan for his first 100 days includes a hiring freeze on federal employees and “a requirement that for every new federal regulation, two existing regulations must be eliminated.” Many uncertainties remain, including key administration appointments and more detailed policy proposals for the administration.
