House Appropriations Leadership Finalized
The House Appropriations Committee recently announced its membership for the 117th Congress, including the naming of Rep. Rosa DeLauro (D-CT) as full committee chair and Rep. Matt Cartwright (D-PA) as chair of the Commerce, Justice, Science Subcommittee (see below for details). Congressional committees in the House and Senate have been slowly taking shape in recent weeks; however, many committee rosters have yet to be finalized, especially in the Senate where the majority has recently shifted from Republicans to Democrats. We will continue to report on notable new assignments as they are announced. House Appropriations Committee (see majority press release and…

Congress Struggling to Reach Agreement on COVID-19 Relief, Potentially Delaying August Recess
Congressional leaders continue to negotiate with the White House on what many suspect could be the final COVID-19 relief bill, and the House, Senate and Trump Administration remain far apart on their preferred approaches. While the House passed a relief bill—the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act—in May, the Senate has only recently introduced its counterpart proposal, the Healthcare, Economic Assistance, Liability, And Schools (HEALS) Act. Though the Senate is scheduled to begin its August recess on Friday August 7, policymakers are reportedly pessimistic about reaching a deal before then. Senate leaders are expected to delay the…

ICPSR Launches Pilot Tool to Streamline Access to Restricted Federal Data
In December, ICPSR at the University of Michigan’s Institute for Social Research released a new tool to simplify the application process for accessing restricted microdata from principal statistical agencies. ResearchDataGov gives researchers access to a single portal and a standard application to access restricted data from the Bureau of Economic Analysis, Bureau of Labor Statistics, Census Bureau, National Center for Health Statistics, National Center for Science and Engineering Statistics, and the Agency for Healthcare Research and Quality. More federal data sources are expected to be added as the pilot moves forward. The project is supported by funding from the Census…
President Signs One-Month Continuing Resolution, Temporarily Averting Government Shutdown
The President signed a one-month continuing resolution (CR) on November 21 to keep the government operating at fiscal year (FY) 2019 levels until December 20. FY 2020 began on October 1 and while both the House of Representatives and the Senate have made progress on passing individual bills, contentious issues like top-line funding levels and funding for a wall on the southern U.S. border have kept Congress from finalizing FY 2020 spending. A notable exception to the flat funding required by the CR is additional funding authority given to the Census Bureau as the agency prepares for the 2020 Decennial…
