The House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies met on March 25 to consider the administration’s fiscal year (FY) 2016 budget proposal for the Centers for Disease Control and Prevention (CDC). On March 4, Secretary of Education Arne Duncan appeared before the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies to discuss the President’s fiscal year (FY) 2016 budget request for the Department of Education. On March 3, National Institutes of Health (NIH) director Francis Collins and five of the NIH’s 27 Institute and Center directors made their first appearance before the new chair of the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies (Labor-HHS), Tom Cole (R-OK). Senate HELP Committee Examines “U.S. Leadership in Medical Innovation”
On March 10, the Senate Health, Education, Labor and Pensions (HELP) Committee held its first in a series of anticipated hearings on “U.S. Leadership in Medical Innovation.” Opening the hearing, HELP Committee Chairman Lamar Alexander (R-TN) announced that he and Ranking Member Patty Murray (D-WA) intend to focus on three major actions over the next two years: (1) “fixing” the No Child Left Behind Act; (2) simplifying and reauthorizing the federal government’s supervision of higher education in America; and (3) dealing with the “exciting new era of medicine.” Regarding the latter, Alexander noted that the House is moving on a…
COSSA & NDD Partners Call for End to Sequester
On February 18, COSSA joined more than 2,100 organizations on a letter to Congress calling for an end to sequestration in fiscal year (FY) 2016 and protection of nondefense discretionary (NDD) spending from additional cuts. The letter was organized by NDD United, a broad coalition of organizations that have banded together to combat cuts to NDD funding. COSSA & Partners Urge Congress to Complete FY 2015 Omnibus Spending Bill
On November 12, COSSA joined the biomedical and behavioral science community in signing the Ad Hoc Group for Medical Research letter to Congress. The letter, which was signed by 303 organizations, urges Congress to “complete an omnibus spending package [that] includes a Labor-HHS-Education bill that restores funding for the National Institutes of Health (NIH) to at least pre-sequestration levels.” The letter also notes, “An omnibus spending bill with a Labor-HHS appropriation restoring NIH to at least pre-sequester funding levels would mark an important step toward a more sustainable, predictable research environment for patients and their families, as well as for…
SMRB Discusses Pre-College Engagement in Biomedical Science; NIH Director Reflects on Impact of the Sequester
The National Institutes of Health (NIH) Scientific Management Review Board (SMRB) held a two-day meeting on July 7-8, 2014. The SMRB was authorized by the NIH Reform Act of 2006. The statute provides certain organizational authorities to the Department of Health and Human Services and NIH on which the SMRB provides advice. The meeting’s agenda included reflections from NIH director Francis Collins, and a full day discussion of pre-college engagement in biomedical science led by the SMRB Working Group on Pre-college Engagement in Biomedical Science (PEBS).
NDD United Addresses Continued Threats to Discretionary Spending
On July 8, NDD United, a coalition of a wide variety of groups and stakeholders interested in protecting nondefense discretionary (NDD) spending from budget cuts, held a town hall meeting to discuss continuing threats and the potential for further cuts to discretionary spending. Among the threats, NDD United emphasized (1) the continuation of flat funding for NDD spending, and (2) the possibility of a new constitutional convention that could lead to a balanced budget amendment.
