On July 6, the National Institutes of Health (NIH) Scientific Management Review Board (SMRB) Working Group on the NIH Grant Review, Award, and Management Process (GRAMP) approved its draft report of its findings and recommendations on ways to streamline the NIH grant award process. NIH director Francis Collins charged the Working Group to “recommend ways to further optimize the process of reviewing, awarding, and managing grants in a way that maximizes the time researchers can devote to research while still maintaining proper oversight” without compromising the quality of peer review. SMRB Accepts Working Group Report on Pre-college Engagement in Biomedical Science
On December 15, the National Institutes of Health (NIH) Scientific Management Review Board (SMRB) unanimously approved the Report of the SMRB Working Group on Pre-college Engagement in Biomedical Science. Chaired by Clyde Yancy, Northwestern University, the working group was charged by NIH director Francis Collins “to recommend ways to optimize NIH’s pre-college programs and initiatives that both align with the NIH mission and ensure a continued pipeline of biomedical science students and professionals.” The group released preliminary findings at its October meeting (see Update, October 28, 2014).
SMRB Continues Discussion of Pre-College Engagement in Biomedical Science
During its October 14 meeting, the National Institutes of Health (NIH) Scientific Management Review Board (SMRB) continued its examination of the NIH grant review, award, and management process and its discussion of the evidence base for successful approaches for pre-college biomedical science programs designed to strengthen the biomedical workforce pipeline.

The National Institutes of Health (NIH) Scientific Management Review Board (SMRB) held a two-day meeting on July 7-8, 2014. The SMRB was authorized by the NIH Reform Act of 2006. The statute provides certain organizational authorities to the Department of Health and Human Services and NIH on which the SMRB provides advice. The meeting’s agenda included reflections from NIH director Francis Collins, and a full day discussion of pre-college engagement in biomedical science led by the SMRB Working Group on Pre-college Engagement in Biomedical Science (PEBS).
The Reestablished NIH Scientific Management Review Board Schedules First Meeting
The National Institutes of Health (NIH) has reestablished the Scientific Management Review Board (SMRB) to review the agency’s structure and research portfolio and make recommendations to the NIH director. While SMRB was originally created by Congress in 2006, the review board hasn’t met or issued any reports since 2015 (see previous COSSA coverage). In response to growing Congressional criticism of the NIH, including Republican discontent about the handling of COVID-19 (see previous COSSA coverage), SMRB has scheduled their initial meeting for November 12 to review the NIH’s mission, structure, and budget as well as SMRB’s history and future directions. NIGMS Request for Information: Maximizing Investigators’ Research Award
The National Institute of General Medical Science (NIGMS) of the National Institutes of Health (NIH) recently issued a time-sensitive Request for Information (RFI) for input to assist in its planning for a potential new program tentatively called the Maximizing Investigators’ Research Award (MIRA). According to NIGMS, MIRA is intended to be a grant in support of all of the research supported by the institute in an investigator’s laboratory. The Institute is planning to issue a Funding Opportunity Announcement to test the new program on a pilot scale. Accordingly, it is seeking feedback from the scientific community.
