Earlier this month, House Energy and Commerce Committee Chair Cathy McMorris Rodgers (R-WA), in partnership with the House Appropriations Subcommittee on Labor, Health and Human Services, and Education (LHHS) Chair Robert Aderholt (R-AL), released a framework outlining potential reforms for the National Institutes of Health (NIH). Senator Bill Cassidy Requests Comments on Reforming the NIH
On September 29, Senator Bill Cassidy (R-LA) released a request for information (RFI) seeking ways to reform the National Institutes of Health (NIH). Senator Cassidy is the ranking member of the Senate Health, Education, Labor, and Pensions (HELP) Committee. According to Cassidy, the RFI is intended to gain insight on ways to increase the pace of science and better organize the NIH, including ways to improve the federal research grant application process and improve collaboration and transparency within both academia and federal agencies. A detailed list of the questions asked can be found here. Comments are due October 27 and should be sent to NIHModernization@help.senate.gov.
NIH Director Bhattacharya Testifies Before Congress on Modernizing the Agency
On February 3, National Institutes of Health (NIH) Director Jayanta Bhattacharya appeared before the Senate Health, Education, Labor, and Pensions (HELP) Committee to discuss Modernizing the National Institutes of Health: Faster Discoveries, More Cures . Leaked HHS Passback Budget Includes NIH Reorganization, Cuts to Health Agencies
On April 10, the Department of Health and Human Services (HHS) passback budget was leaked to the public. A passback budget is a preliminary proposal in which Federal Agencies and the White House Office of Management and Budget (OMB) negotiate discretionary funding and legislative priorities for inclusion in the Presidential Budget Request (PBR). It should not be considered the final version to be included in the PBR when it is released. NIH Director Bhattacharya Gives First Public Remarks at NIH Council of Councils
On April 21, the National Institutes of Health (NIH) Director Jay Bhattacharya presented his vision for NIH during a meeting of the NIH Council of Councils. The Council consists of approximately 30 members, selected from the various NIH Institute and Center (IC) Advisory Councils, representatives nominated by the Office of the Director program offices, and broad lay representation. It advises the NIH Director on matters related to the policies and activities of the Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI). House LHHS Appropriations Subcommittee Holds NIH Budget Hearing
On November 19, the House Labor, Health, and Human Services, Education (LHHS) Appropriations Subcommittee invited Dr. Monica Bertagnolli, Director of the National Institutes of Health (NIH) to the Hill for a budget hearing. Normally, these hearings are scheduled prior to the appropriations bills being written—typically in the spring—but the House Appropriations Committee released their LHHS bill in July without holding a single hearing (see COSSA’s analysis here). Senate HELP Ranking Member Cassidy Releases White Paper on Recommendations to Improve the NIH
On May 9, Senator Bill Cassidy (R-LA), Ranking Member of the Senate Health, Education, Labor, and Pensions Committee, released a white paper titled NIH in the 21 Century: Ensuring Transparency and American Biomedical Leadership. The white paper was released following the collection of comments from a request for information (RFI) from Cassidy’s office on reforming the National Institutes of Health (NIH) (see previous COSSA coverage). NIH Takes Next Steps in Agency Reorganization Plans
As part of the Trump Administration’s government reform agenda, including its comprehensive plan for reorganizing the executive branch and reducing the federal civilian workforce, the Department of Health and Human Services (HHS) has created an initiative called ReImagine HHS. As part of this initiative, the National Institutes of Health (NIH) launched Optimize NIH in December 2017 to improve organizational effectiveness and performance. NIH is working to equilibrate workload distribution across scientific review and grants and program management functions and anticipates that the Optimize NIH effort will be fully implemented over the next two to three years. SMRB Discusses Pre-College Engagement in Biomedical Science; NIH Director Reflects on Impact of the Sequester
The National Institutes of Health (NIH) Scientific Management Review Board (SMRB) held a two-day meeting on July 7-8, 2014. The SMRB was authorized by the NIH Reform Act of 2006. The statute provides certain organizational authorities to the Department of Health and Human Services and NIH on which the SMRB provides advice. The meeting’s agenda included reflections from NIH director Francis Collins, and a full day discussion of pre-college engagement in biomedical science led by the SMRB Working Group on Pre-college Engagement in Biomedical Science (PEBS).

House Labor-HHS Appropriations Subcommittee Holds Hearing on Lawmakers’ Priorities
Reviving the Appropriations Committee’s tradition of holding hearings to allow members of Congress to testify on their priorities within a subcommittee’s jurisdiction, on March 1, the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies (Labor-HHS) heard testimony from Members of Congress on their priorities for fiscal year (FY) 2018.
