Representative Brian Babin (R-TX) has been appointed Chair of the House Science, Space, and Technology Committee, replacing Rep. White House Issues Research Security Guidelines to Agencies and âCovered Institutionsâ
On July 9, the Biden Administration issued a memorandum on Guidelines for Research Security Programs at Covered Institutions. The document provides guidance to federal research agencies as they implement research security certification requirements set by National Security Presidential Memorandum (NSPM)-33, the hallmark research security policy that has been in development since early 2021, and the CHIPS and Science Act of 2022. On New Yearâs Eve, the scientific community lost one of its most dedicated champions. Congresswoman Eddie Bernice Johnson (D-TX) represented the people of Dallas in Congress for 30 years, retiring at the end of 2022. Over those 15 terms in Congress, Johnson served as a member of the House Science, Space and Technology Committee, most recently serving as Chair. Biden Administration Designates Regional Innovation and Technology Hubs Program
On October 23, President Biden announced the designation of the inaugural 31 Tech Hubs program, as well as recipients of 29 Tech Hubs Strategy Development Grants. The Association of American Universities (AAU) has launched a new campaign titled, “Fund American Science: Congress Must Act Now to Fund the CHIPS and Science Act” in response to the insufficient funding for the science portion of the CHIPS and Science Act (see previous COSSA coverage). Earlier this month, Senate Majority Leader Chuck Schumer (D-NY) announced plans to develop bipartisan legislation aimed at strengthening the U.S.âs ability to continue outcompeting China in key technology development. President Signs Full-year Continuing Resolution
On March 15, the President signed into law a full-year continuing resolution (CR) for fiscal year (FY) 2025 with only a few hours to spare before the previous CR, enacted in December, was scheduled to lapse (see previous COSSA coverage). OSTP Issues Anti-Harassment Guidelines for Federal Agencies
In the final days of the Biden Administration, the White House Office of Science and Technology Policy (OSTP) released Guidelines for Federal Research Agencies to Reduce Sex-Based and Sexual Harassment Involving Award Personnel in response to the Chips and Science Act of 2022 (see previous COSSA coverage). These guidelines include identifying and removing gaps in current sexual harassment policies, improving consistency of policies across federal agencies, and promoting data transparency to support evidence-based policies. Deadline Extended: NSF Seeking Input on Research Ethics
In September, the National Science Foundation (NSF) issued a Dear Colleague Letter requesting public input into the agencyâs efforts to improve its merit review process to mitigate the potential harms of emerging technologies as required by the CHIPS and Science Act of 2022.
